In regard to a spot for a site for the proposed
Temporary Penitentiary House I beg leave to
submitt to you the several following options following
Options Spots any of which may be made to answer
the purpose of the proposed Temporary Penitentiary
House.
1. A peninsular spot or Sand bank high
enough to be constantly covered with grass rising
out of the bed of the River Thames on the Kent side about
midway between Greenwich and Woolwich about
¼ of a mile above the Sand wharf called
in the maps Charlton Sand Wharf. The using
obtaining of this spot would depend upon the consent
of the City of London Navigation Committee: but
this consent I have reason to fee hope think there would be
little difficulty of obtaining. This is the spot at
spoken of in my letter of the 2o April last.
2. Any other spot down the River on either
side of which immediate possession can may be to be obtained
of the Proprietors and occupiers for a short term
by on my application and at my expense
without having recourse expending to any the compulsive powers
of purchase under given by the existing Act, 7 July 1794. which
<add>would the exercise of which would be a waste of time, & which</add>
will require to be preserved for
it might be thought would require to be reserved
entire for the purchase of the ground for the
Permanent Penitentiary House.
