§. 3 [ ] [ Notice ] The use p. 4. The use of these
notices is to give time to the Board and the
local Magistrates respectively to make inquiry into
the characters of the candidates for licences, if
such inquiry should be deemed necessary. That
it will be deemed so is however not altogether clear; since
the condition obligation of finding Sureties and that of obtain—
—ing a certificate of good character as mentioned
below may be looked upon as superseding it: and
if then , general testimonies of good character , one or both of them, should
be accepted, in lieu of a particular scrutiny, a good deal of embarrassment will be
saved. In the present draught a multitude number of
these safeguards securities safeguard have been brought together thus accumulated , correspondent
with a view of exhibiting a degree of security adequate
to the utmost degree of strictness which I
to the utmost amount that <add>which it seems likely that any one should
can suppose any one to require: the case expedient of the Recognizance
is taken from the Instructions: that of the Certificate
is taken from the existing Alehouse Licencing
Acts, the rigour of which may be softened by
reducing the number of sign persons signing necessary to sign
