§7 [1] [Fraction of the Year] p.26. There must be
a fixed and regularly recurring period at which
the operation of granting licences shall be performed,
and the same or another period equally fixed and
regular from and at which the licence term comprized
in such licences shall take its commencement. This
period, in the case of the Victualler's licences (the principle
of which covers the nearest to that of the symptom
the present case) is the month of September in every Feby in Corporate Towns
year throughout the Kingdom: [+] [+] except in London Westminster, and certain Corporate Towns. In London the licencing diem is the 8th of March: in Westminster the of February: which last month is said to be a common time in the Towns Corporate in general This period seems
therefore to be the only one which can be chosen with propriety in
the present case; and this not only for the reasons
whatever they may be which determined the choice
of it in that instance, but also and more particularly
because it has actually been already chosen for
such purposes. But if the first general licensing
time were not to commence before this periodically-recurring
general licencing time, at the same time
that the business of establishing the Board might be
capable of being arranged at an earlier period, for
example by the 25th of March, so much revenue
viz: half a year's produce of the proposed new branch of
revenue, and so much of the benefit expected from
the system in the way of police would be lost. Hence the occasion for
one general preliminary term commencing period of general licencing,
previous to the succession of periodical ones. So again
in the case as to what concerns the convenience of individuals: if a compleat number of (By licencing periods were not appointed
for By as B for the granting of Bye-Licences to persons
desirous of entering for the first time at periods earlier than the periodical time. upon their the exercise
