Art. 14. If a Metasylum man or woman having deserted shall be
convicted of a felony committed after such desertion any person accessory to such Desertion
as abovementioned shall over and above all other penalties forfeit to the use of
the Governor whatsoever the Governor shall have paid or stand liable to pay in the
name of indemnification money on account of such felony: as also to the use of any
party grieved thereby the amount of whatsoever damage shall not have been covered by
the said indemnification money, so paid or to be paid by the said Governor.

Art. 23. In such case the Governor and the party so grieved may either of
them bring his action for the full amount of the Damage as found by the Jury,
each being responsible to the other for his share: but the claim of the Governor shall
have the priority: and the party grieved shall be responsible to the Governor for the
amount of his share, to the extent of what he the said party grieved shall have recovered.

Art. 24. So also in the case of accessoryship as aforesaid to desertion on
the part of the Ward of a Friendly Bondsman: who in such case shall stand
in the place of the Governor as aforesaid.

Art. 25. And for the further and more effectual prevention of escape
and desertion of service as aforesaid Be it enacted that on the discharge of every
Penitentiary Prisoner from the Penitentiary House, the Governor shall
give to such Prisoner a Certificate of Discharge in which Certificate shall also
be expressed the option made by such quondam Prisoner as aforesaid: which certificate
shall be renewed every year on the renewal of the certificated persons engagement,
whether it be in the Metasylum or with a Friendly Bondsman as
aforesaid: and shall be good only from year to year, and shall in the tenor thereof express such limitation:
and any such Penitentiary Prisoner or quondam Penitentiary Prisoner
being found at large, and not being able to produce any certificate or having
only an expired certificate (unless having a proper certificate the same should ap—
to have been by any accident lost or defaced) be deemed a fugitive escaped from
the Penitentiary House, or a deserter from his service at the Metasylum, or
from his Wardship under a Friendly Bondsman, as the case may be to the
purpose of his being apprehended as such and committed to the Panopticon
Penitentiary House as therein after specified.
