Police Revenue Bill
Observations

Power for lowering
and re-raising
the Duties
§8 [1] [Reduce] p.27
2. Power for varying the rate of the duties, with certain In the section last preceeding, the
Courts i:e: lowering them at any rate, and power given to the Council Board was matter of more
even raising them again so long as it were not above arithmetic: in the present case it may appear a
the highest mark allowed by Parliament. matter of greater delicacy.
A power of this sort would however be evidently advantageous
to the persons taxed: as holding out
to them a relief against such a measure quantum of
taxation as, though it might pro appear proper
to Parliament to experience, might
on experience prove to be excessive [+] [+] Among the classes here proposed to be taxed are some so poor and so thinly profited, that in case of excess in the remedy by application to Parliament, besides the uncertainty and tardiness of it, would by reason of the expense of it be worse than the This power would also
be of advantage to the Revenue: because having
prir Parliament, if it provides were it to have provided has provided this mode of
relief in case of excess, would be right may venture,
in the way of experiment, to chose appoint a higher rate
at a higher measure of taxation than it could
otherwise.
The objection is — that it assigns over a function
of so delicate a nature, and so much the object
of jealousy, to hands other than those of Parliament.
The objection might hold good in some
instances: but in the present instance the power
does not seem to be liable in the smallest degree
to abuse. Supposing every member of the whole Board to be
(for arguments sake) corrupt in the extreme, the
utmost bribe which may the persons taxed, collectively
individually taken or collectively, could find it worth
their while to give, for the purchase the of a reduction in the
amount of the duty, could never make an object
worth the corruption.
