The objection is — that it assigns over a function

does not seem to be liable in the smallest degree
to abuse. Supposing every member of the whole Board to be
(for arguments sake) corrupt in the extreme, the
utmost bribe which may the persons taxed, collectively
individually taken or collectively, could find it worth
their while to give, for the purchase the of a reduction in the
amount of the duty, could never make an object
worth the corruption.
