Security of the public against the machinations of
an enemy on the one hand, and on the other
the being subjected to a species of suffering having
the effects of banishment (banishment from a mans
dearest connections and perhaps from the only place that
would afford him a decent livelyhood) is less to
depend upon the unanswered chance veracity of an individual
unmeasured by those obligations which are
employd with so little scruple on occasion of
much inferior importance.
Truth and Veracity not being of less importance
out of the London Police District in the Country than in the Metropolis than in
it the power would be very imperfect and inadequate
to its object if this or some other means were
not provided for the making it in point of local
amplitude with whatever the exigency demand
might occur for the exercise of it.
The power being established in general terms,
under favour of the reasons above alledged, would
be found applicable to a variety of important
purposes. It might in short be applicable to the
purpose of obtaining all manner of information
useful to the purposes of police, but so circumstanced
that the demand for it and not were out of the circumstances
of the country in general, and not as
in the case of inquirers of a judicial nature,
out of the particular circumstances of some individual case. In
this way, for example, regular pictures might perhaps be obtained
of the judicial proceedings of before Magistrates all over the Kingdom,
whether sitting singly or in Petty Sessions, together with
the several other articles of information comprising this material
for [+] [+] to be annually made for the Annual Report
of the State of the Police
of the Country as proposed
by the Committee.
