This reason clause is taken from the Instructions; (the
reason of the incompatibility here created is what I
was not perfectly acquainted with. Is it that these
Old Cloathsmen will be apt to purchase stolen
metals? But why stolen metals rather than
stolen apparel &c. I see no reason for refusing
the an licence proposed to be granted refused, that does not apply
to the licence proposed to be granted. It will
certainly afford a great facility to depredation, if,
among the classes of purchasers proposed to be tolerated,
this of Old Cloathsman, or any other; should
be exempt from the obligation of keeping books: but
if but this that be a sufficient security in the case
of old Cloaths there I see no reason why
they it should not be so in the case of old metals.
All this is thrown out without any positive not for the purpose of expressing an opinion,
but for the mere purpose of obtaining information: and at
the event if the clause does not f do much good,
neither does it seem liable to be productive of any
considerable inconvenience.

The system of security will, it should seem,
be rather imperfect, if this meanest class of dealers Purchasers
of Second hand goods be not included in the obligation
of keeping open Books. The objection is, that in

be debarred from the exercise of their trade: the answer
is, the remainder having some education will be the
more trustworthy: and at any rate the species of check
