Police Revenue Bill Observations
Penalties &c.

§ 1. [ 1 ] [ Forfeited ]. p. 1. A penalty in the shape of a specific forfeiture of the
subject matter of the offence, will by running bear a natural in
proportion to the magnitude of the offender's dealings,
may proportion itself of itself and thence to the magnitude of the
offence. Precedents of such specific forfeitures are
too numerous and notorious well known familiar to need quoting or so
much as referring to.

§ 2 [ 1 ] [ No specific proof ] p. 3. If specific proof
applying to every piece of old iron &c. were to be required,
the extent made meant to be given to the forfeiture
could would scarce ever be capable of being
made to take effect. Under the safeguards provided in
this clause, there seems as little danger of an innocent
person's being convicted, as in any under almost any
law that can be imagined: and besides this a subsequent clause
gives a general power of mitigation.
