Licence duties
not too high
In the case instance of the general run of Licence Duties
no such indemnity accrues can be regarded
as accruing. having accrued: for me these instances dishonestly
or at least the offence of dishonesty in question making
no part of the case, than it was neither
wished nor expected, much less wished, that among
the effects of the duty should be that of driving any
body out of the trade. The case of the Hawkers
and Pedlars is that which comes nearest to the
present: for in that case though the it be not
among the effects of the duty itself to drive the
dishonest any more than the honest out of the trade
yet a set of provisions having in view the driving
lessening the merit of driving out in a greater
of less proportion the dishonest part class, formed
part of the most recent Act on that subject,
an Act whereby no augmentation of in the rate of
duty was made at the same time. In that case
the rate of duty is much higher than under the proposed system it is
in those instances in which it is stated
at the highest pitch: although on the other hand
the receipt of indemnity resulting from this
reduction made in the number of persons embarked
in the trade could not be regarded as ever
so certain or considerable. It is in the into the trade way of
