4 Police Revenue Bill

Brokers, and a good deal of loss to the frequently necessitous
vender if the Broker were obliged to pick out
and discard at his peril all the sorts of articles
in respoect of which a licence for dealing in them
would be requisite which, [+] [+] in the event of the establishing the several licence duties specified in this Bill he stands would stand prohibited from
meddling with for want of a licence.

All these things considered, it seems questionable
whether any thing considerable much would be gained to the
Bill in point of facility by the forbearance to insert
Brokers by name: for since so many are the branches
of their business already involved in it, that the insertion
of their b the whole of it by name, would add
little or nothing for to the motives they would have
already for opposing the Bill if they saw a probability appeared though they
would oppose it with success of opposing it with success.

2. Dealing in old materials for building is a
branch of the Brokers business that seems less likely
apt exposed to the being rendered subservient to the purpose
of depredation than any other: yet still, if the system
is to be rendered compleat, this branch as well as
the others must be included in it. Timber, Stone and
Marble are not so easily stolen as articles of a
less bulky nature: but still they are but too much
exposed to depredation, especially by the help of when
carts or other carriages are boats are employd as instruments
of conveyance, and advantage is taken night is the time
of the night employed for the commission of the crime
is made to afford its cover to the crime. And thus
in fact the materials of Houses and other Buildings
are not more exempt from the depredation than their
contents will be seen in the paper of Particular Observations
in the note relative to this class.
