Police Bill Observations

8

The 8th comprized of the Letters of ready furnished
Lodgings, a class which though it has not
yet divisions will be formed more than all the other
preceding ones put together

In the above classes of professional persons whom
it is proposed to put to continue under subjection
to licence duties, those other descriptions of persons
are added, taken from persons in general considered
in respect of their having as far as they may become have become conversant with the
three great classes of names abovementioned. Those
it is proposed to subject to registration and to a registration-duty,
but not to either the countroul or the name
of a licence.

Sets of steps
concerning which
it may be more
or less questionable
whether they ought
to be included in
the present Bill.

The system (it was thought) would appear to
more most advantage, it by being exhibited all together, and
in the utmost extent as yet of which it appears susceptible proposed was to be given to it
indicated by the principles by which it was suggested
but for various reasons there are various branches
of it which perhaps it may be found more eligible not
to include in the present Bill.

1 Of these the first set is comprized of certain classes,
which, though they had not omitted failed to present themselves
to the Author of the system as proper to be
included in it, were however left out of his Proposal,
partly through apprehension of the opposition
that might be excited by them, partly in consideration
of that the reason for their being included appeared not did not appear
altogether so strong as in the other cases. These are —
1. Dealers in Second hand Household goods, and 2 Dealers
in Second-hand Building materials.
