What concerns the several classes having concern

that it may be proper on this occasion to
speak of the whole of it together considered in
a general point of view.

Warfare — Advantages

the Licence Duty

The including these articles of this
description in the system of licence duties appears promises
to be pregnant with productive of several very distinct
as well as important advantages —
