Handling myself of the good wishes
you were pleased to manifested in your
note of the instant I take the liberty of
stating my plan respecting the Temporary Panopticon
and at the same time together with the grounds on
which I regard it as capable of being carried
into immediate execution [without any new
powers from Parliament]

Contract to be signed in the terms already approved
of by the Crown Lawyers with no other variations
(as far as it goes) than in respect of
the terms, and in regard to the spot, instead of
referring to Battersea Rise as a spot chosen
under the existing Act, speaking of Tothill Fields
as a spot fixed upon as a proper one, and
to be appropriated to the purpose in the event
of it being the pleasure of Parliament to give
the requisite supplemental powers by a fresh Act.
Supplemental clauses respective for the establishment
of a Temporary Penitentiary House. Money
to be advanced to Mr B. (say £15,000) as on the same
account as the money £2000 advanced already granted "to enable
"him to make preparations for the employing, confining
"and maintaining convicts." For this money
a Temporary Penitentiary House to be erected capable
of interring at least 2000 convicts (1854 the number
existing in the last return made to the Committee of Finance)
