II The proposed duty on Fire arms with
a part only of
Of the advantages derivable from that proposed the
proposed duty on Gunpowder a part only adhere to that
duty on Gunpowder Fire Arms. Its operation does not apply
to the case of the nuisance of Street Fireworks —
But it applies with in a more pointed manner
to the mischief of poaching: and in a manner
equally pointed to the danger of rebellion. [+]
[+] It would be a most
powerful check, (to say
the least) to the practice
of poaching, and
at the same time
make no small addition
to the produce of
the Duty on Game-Licences,
if it were
made penal for every
person not having a
gun licence to have
a fowling piece in
his possession. The
objection to this is,
the injury that would
thereby be done to the
Gunsmith's trade: a
remedy would be
to appoint for the convenience
of the regulation
a distant
period; suppose seven
years.

This no infringement
of the Constitutional
right of Self-Defence

Great Every man has a right It is among the privileges appertaining (as has been said) to
carry arms in his own defence — and to keep them
for the defence of his House and Family [+2] [+2] Every man's House is his Castle. Admitted.
But this does not prevent a man's House every man's Castle from being
taxed: nor to has it been understood to prevent a
restraint upon the right of carrying keeping
guns for fowling, though the same gun which kills fowls
would be equally capable of being employ'd upon
occasion in killing Robbers. A Gun is a security
against Robbers: but a policy of Insurance is a
still more effective security against loss by fire: and
as Policies of Insurance against fire have been subjects of taxation,
so with much more reason may the sort of security
afforded by fire-arms against Robbers. The security
afforded by the Policy of Insurance can not be employ'd
productive of any other effect than the excellent effect
of indemnifying a man in a certain degree against against the tremendous the calamity which a calamity so terribly
indefinite in its extent
it is employed to obviate: the Gun Fire arms are equally
applicable to the a variety of most insedicious purposes as to
that for which their own good purpose: as easily employ'd
by Robbers and other Disturbers of Society as against them.
