Use and necessity
of attending to Horses
&c on this view.

+The extending the licensing system to divers classes of persons having to
do with Horses, has two main objects in view: 1.
the applying a check to the practice of stealing
depredations of which the animals themselves are the
subject matter: 2. the obtaining intelligence upon
occasion of the motions of travellers be of various
descriptions by which the animals come to be made use
of as instruments of conveyance. By obtaining information
if obtained concerning horses, with reference to the of horses for hands through
hands, the horses taken on which they pass, means are of
bringing horse stealers to justice: and by information
attained of those by whom on such or such an
occasion such or such a horse is made use of for conveyance employed means
are obtained of following tracing out and intercepting
delinquents of all classes in their attempts to flee
from justice. This latter use being confined to beasts of draught and burthen, is in a manner
confined to horses: the other extends itself to every
other species of quadrupeds, dogs included for instance as well as
cattle the several sorts of animals included under
the general denomination of cattle.
