Smuggling would

By that part branch of the system which concerns
houses, combined with that the branch which concerns
arms, an additional check assistance and that of no small mean
importance, might be obtained against smuggling : [+]

The narrower the bounds within
which the practice of smuggling can be confined
the greater the degree in which taxes on consumption,
and amongst taxes on consumption, taxes on those
articles which by the consumers of which the contribution
can be best afforded, may be made to take
place of other taxes more unequal and burthersome.

The principle upon which the Commutation Act is
grounded in that there is seems to be — that in the instances of every
article there is a certain fair fixed rate beyond above which the duties
upon that article can not be carried raised without taking
away from the produce of the tax by the encouragement
given to smuggling as much as they add i:e: to see payment of the tax
by the extra amount of the tax as in such is added to it by the extra rate of duty.
