of the exiting
Act

The only exception made to the above the general rule
is that which concerns the cClass entitled Slaughterers,
Skinners and Boilers
. This has been inserted
into the present Bill, because at the same time
that the class one that
to be of the number
of those that stand highly in need of being included in the proposed plan of the controul
and regulation, the existing Statute ( already in existence) for there is become
by which they have been put or rather been attempted
to be put into
under regulation) is so circumstanced
that it may be repealed in toto with considerable
benefit as well as
little or no danger of opposition.
and without any inconvenience, and with considerable
advantage.

That it men the repeal of it would be no loss
to the Statute book may be inferred from the following
observations considerations

1. That in point of fact [+] [+] except in the neighbourhood of Law and it its near neighbourhood it is not generally if at all exceeded
carried into execution, because the Inspectors who are to be drawn in the Parish Vestries and by whom
every thing is to be done, are not appointed.

2. That consequently, taking the whole country together
it can could not be productive of much benefit, were it
in other respects not so well framed.

3. That it teems with excessive punishments for
offences moral in themselves, and very ill defined:
viz: Felony for practicing slaughtering &c without licence
without giving notice or a [+] [+] too early in the day, or too late, or without giving notice, or for not conforming to whatever directions may be given by the Inspector, with regard to the time. | or the

4. That the regula opposing the regulations,
which being made by Parliament are consequentially unchangeable
and inflexible, unless by a first Act are
many that are of so complex a nature and which it would
require so much trouble and delay to observe,
that the trouble and expence and inconvenience of the observance
would be enough to eat up the profits of the trade;
for pain of whipping, not a lamb nor a pig nor a kid is
meant to be killed (otherwise than for food) or skinned, without 6 hours notice
given to an Inspector; so that [+] [+] if the class of Inspectors is not numerous enough to afford one within call of every owner man
of a pig lamb who want to or a pig or who has an unsound
lamb or pig or kid to dispose of has not an in this way
Inspector at hand the business can not be
carried on, and so much property must be left lost.
