prescribed with a view to Police
solely without Revenue

In the instance of the class case of Pawnbrokers
and in that of Horse-slaughterers, an obligation of
the same sort is imposed, and that a very strict in this instance [+] for the purpose of Police, without any view to Revenue. In the present case where the interests of Police and Revenue are combined, the reason in favour of the regulation contended for applies with double force
[+] one In those cases, indeed it is true the function of prescribing
the forms of the Books is not committed to any
subordinate authority, but being performed by the legislation
itself: but the case and noun of the omission is evident. In
the abovementioned quoted Revenue cases a superintending
authority was provided under whose superintendence
the classes in question were placed; viz: the Board of
Excise: in these Police cases there was no such
superintending authority, to which the function could
be assigned. In the Revenue cases, Parliament having being
provided with a subordinate authority capable of receiving
and executing a power of subordinate legislation in that behalf [+][+] unfer invested it with such a power, and in this way handed over the business in question to these subordinate and inferior hands: in the Police cases, not being provided with any such hands, it was forced to it found itself obliged to do the business with its own hands, as well as it could: which however was but indifferently, as we shall see.
