In a word Upon the whole, the following (it is conceived) may
be reckoned as so many heads of Cases which
appear to call for power of subordinate legislation
to be executed by an authority constantly in exercise,
in preference to the doing attempting to do the business by
an immediate exertion of the supreme legislative
power of Parliament.

1 — Subject rather minute

1. Where the regulations, that appear which the
Case appears to call for, has appear of too minute a nature
to be mistaken to the eligibility, or of too little
importance to occupy the time, of Parliament.

2. Require Demand for change
frequent

2. Where the object in view may require variations
to be made, the demand for which may well
be apt to occur more frequently at shorter intervals
than those at within which the same subject matter
can be readily brought under the review of Parliament.

3. Regulat Demand for
information frequent

3. Where the expediency of the regulations called for
depends upon a body stock of information, either such
as on the nature of it is will be continually calling for
fresh and frequent supplies, or such as liable not as yet been
obtained collected, nor can be obtained collected, <add>[+] [+] on each separate occasion by Parliament,
without more time than Parliament can conveniently
be spared afforded by Parliament for such a purpose.

4. Where the directions to be given are such as
can not be rendered completely adequate to
the purpose without the help of patterns.

5. Where the propriety of the directions to be given
is liable to depend upon the particular circumstances of individual
places, persons or things.

Of all or most of these cases examples

powers of regulation
are given by the Bill

in respect of the several
particular heads of subject matter
therein specified
