☞Note the inadequateness incompleatness of the Marginals.
Section 2. With a little assistance from Section the first, by
which other things are done, Section 2d has for its object
the giving men to understand it to be understood that the proceeds of Vessels
captured from the enemy shall be divided and disposed of
according to two Proclamations therein mentioned viz.
that of 1803 July 7: and that of 1805 Jany 31.
Nothing can be more involved or more obscure than
the intimations therein given. The Of this obscurity the cause
may be looked for partly in the bad practice of employing
to two different sorts of de instruments to produce
between the effect of one law, whereby the mind of
the reader being tossed from one to another is proportionately
confused and perplexed: partly to the confusion
which in the case of this Statute in particular pervades
the draughtsmans stile.
