So if a set of rules showing
that such approach might be
made were in existence. But
here too the fact is the
reverse
Alike needless would be every such endeavour,
if a set of rules, indicative of the manner in
which the nearest approach to that same highest point in
the scale of appropriate aptitude, were already in existence
anywhere. But that no such set of rules is as yet anywhere
in existence, is another matter of fact, not less uncontrovertible
than the one just mentioned.

Hence an indispensable
accompaniment to a Code
is a treatise on the form
most appropriate to a
Code of Law
The consequence is, that a Treatise, Dissertation having
for it's object, the showing how such nearest approach
may most effectually be made, is at present an indispensable
accompaniment to every proposed Code of Law,
corresponding, in it's extent, to any one of the great branches,
or departments, into which the field of Law may, in the
first place, be seen to be divided.
