In closing these preliminary remarks, it seems I feel
necessary it incumbent on me to obviate a misconception prejudice to which
the observation of the minuteness and quantity
of the details provisions of detail contained in the following plan
would be apt enough to give birth. The description
of the plan being thus voluminous, the plan
itself it may be imagined will be found proportionably
complicated, and difficult to execute
as well as to conceive.

This But conception, how natural soever, will
upon due examination a second glance be found perfectly compleatly
erroneous. In proportion as all ambiguous dangers <add>exigencies</add>
are provided for against the plan itself will be the more compleat
and comprehensive: — in proportion as all dangers
are provided against the plan itself and the execution of the it will be the more secure :
in proportion as all difficulties are obviated
the execution of the plan will be the more easy.
But in proportion as the expedients employd for
the providing for exigencies — for the obviating of
dangers — and for the removal of difficulties are
not particular and numerous, in proportion will
the description of those expedients be voluminous.
