Abstract
Observe the addition that will accrue to that mass on this source alone
on the return of Peace.
Average annual amount of money raised and expended
expended for in the service of the war (i:e: defalcated from the mass of national capital) for the last seven
years, (after deducting about 3 millions, being the
average annual amount of sums added to the same mass by
the operation of the two Sinking Funds,) about £22,000,000
Add Present annual amount of the two Sinking
Funds, without reckoning the growing encrease
of do or the remaining result of the operation
of the Land Tax Sale Plan, above or the
sums to be refunded by the Income Tax. The two sums together give the average of the annual addition
to the mass of national wealth for in the
first seven years of peace succeeding the war, in with reference
to the average annual amount for of the last seven years of war . . . £4,500,000 £26,500,000
Such is the elevation, upon which whatever further
addition might come to be made to the mass of national
capital by the proposed measure, would, as
it were be stopped! over and above whatever may
come to be raised added by the accumulating growing ever-increasingaccumulating influence of
so many other causes.
