(13) Art. 15 [Post-Offices] Dispatch, punctuality, cheapness
-ness in the transaction transcaction of the business — sufficiency of number, and equality of distribution

as compared to all the other provincial provincially-diffused official establishments,

of absconding; single, otherwise.
