For among the effects of the proposed
measure an advantage, which, though a collateral
one, is surely not among the last considerable
ones, is — the extending to the lower inferior that is to
the most numerous classes of the people, that interest
in the continuence of inherant peace and quietness happiness,
which as far as property in the existing
funds extends is already possessed by their
superiors.
