The organization of the system of payment
is a topic that will come to be discussed, should occasion
call for it in a supplement to these papers:
in the present occasion it may be sufficient to observe,
that the supposition is — that payments the money
finds its way from from the hands of government into those
of the individual
of interest are made from the Principal Office,
through the medium of a Local Office, in a way
similar to that in which the note itself was
issued. The road is the same, only the course
of travelling is reversed. In the case of issue, the
note travels down from the Principal Office to the
Local Office, and the money travels up in lieu
of it. In the case of payment of interest, the
note travels up from the Local Office to the Principal
Office, and the money returns with it. comes back again with
the money in its company.
