that is, within the limits of the Penny Post, it might
be matter of consideration, whether to confine the business
to the Principal Office at Westminster - and that as well in regard to the bala issuing of the proposed
Annuity Notes, as in regard to the payment
of the Dividends — or to spread it divide it in a certain degree among a select number
of the Army Post Offices, as is proposed below
in regard to the General Post Offices in the Country

satisfaction accommodation — and operate in a proportionable degree in
recommendation of the opinion of Buyers, if a man
could were thus to be informed constantly informed beforehand of the hours
marked out for his attendance

] It would be desirable, if it were
practicable that the days as well as hours for the is kind
business could be so far fixed as to be thus exhibited
once for all upon the face of the Note itself. But as not only
the quantity of this could can not but remain liable
to change — (the natural is, that it should be continually
on the increase —) but in the course process of time
the habits of the public itself are liable to change,
no reasonable whatever rule is laid down relative in relation to these
points at the time of issuing the note, can not
consistently with general convenience be left absolute,
and unsusceptible of change. It may however
deserve consideration, whether in whatever instances any
such change is made, it would not be incumbent in some to a
certain degree measure in Government to call in the existing
mass of Annuity Notes, and exchange them for fresh ones
in which the chan mutation shall stand indicated.
