be the abovementioned 3d issue: the issue at
£10.9.6£8.9.6 with which the opening of which the 4th Period commences.,- Let 30 millions at this time be
the amount of the whole remainder of the debt:
of which let 20 millions be the amount of the
paper of the 2d issue now closed, bearing interest at £2.7.5 per Cent, and let the
other two 20 millions be paper of of the third
or open issue, bearing interest at £1.9s.6d
per Cent: and let this 20 millions at £2.7.5 per Cent be, all of it,
in the hands of persons who keep it in timed as
a source of permanent income, which the 20
million at £1:9:6 is, all of it, in the a
state of circulation being more or less rapid, being all
of it in hands that took it out or
received it in the of circulationin that time.

The Sinking Funds taken<add>all</add> together<add>-</add>the Sinking Funds present and future - being run in a condition
(suppose) to pay off 10eight millions in
the course of a year, let such payment be
made accordingly. This extinction, falling of
course upon these ten eight millions, strikes off the whole the ten millions
of the hoarded paper, and leaves only that part
which being in circulation, 6 constitutes so much
of the circulating capital of the country. Upon
the redemption of the last parcel of these ten eight millions,
the opening of the 4th issue follows of
