Making then Assuming a period of two years, commencing
with the year 1801 inclusive, let us
frame a set of suppositions embracing every modification
of which the question as in regard to between a period
of peace and war is susceptible.(a)
In the first place, war being love of the present state of things
being a state of war, we will suppose let in the first place them continue
in this state for the whole ten years.
Case 2d Peace for the whole ten years.
Case 3d for both and and peace ha for equal portions of
the ten years - War for the first portion of 5 years
Case 4th War and Peace and War for equal portions
of the ten years. Peace for the first 5 years.
Under these four extremes are included a great
variety of means, all of them physically speaking, alike possible. (But from what is said by way of example in relation
to these extremes may be said inferred by obvious
deduction whatever may be to be said, in
relation to any of these other cases.

(a) By a year state of war, by a year of war, let us mean understand
on the present occasion a year in which money is busied
on account of war: whether it be actual war, preparation
for war, or the winding up of an account and paying
off arrears of debt occasioned by a war recently concluded.
