19 Remedies
Government could not without the imputation of hardship
give itself this as against the Bank the monopoly of th
any of those species of currency which the Bank are
in possession of issuing: it could not forbid without exposing
itself to that imputation forbid the Bank from issuing
the Notes in the form in which it is accustomed to issue them
to the amount of £8 and upwards: but it might with
and that without any imputation whatever preclude the
Bank from issuing any notes of any sort which it never
has issued, notes for instance to a less amount than £5:
giving itself thereby as against the Bank the a monopoly
in a of with respect to the issuing of notes to such inferior
amounts.
Another advantage besides the encreased chance of circulation
attending the issuing of such small notes on the part
of Government would be the security which such the
smallness would afford against the danger of a run.
