without the sanction of Parliament. Whe Of whom then
shall Parliament be distrustful? -of itself. Why then
should Parliament be distrustful in the present instance?
Of whom would it be distrustful but of itself? And why
be distrustful of itself in the present instance more than
in any other? It has trustedfor this century past, from the very birth of the company the Bank of England, and
never once seen reason to repeal its confidence. Shall
it thus give unlimited confidence to a private trading company
and refuse all confidence to itself? Yet to redraw the
Bank from the imprudence in this way there is nothing
but the casual prudence of a fluctuating body of men,
acting too in perfect secrecy, without the smallest check
from the public eye: whereas Parliament could not
give this itself this faculty to the amount of a penny
withouttill after the fullest discussion carried on in the face of the
whole world.

Were it ever so disposed to imprudence it is difficult
to say how in this way it could countrive to
hurt itself to run into imprudence. Were it at any future
period to issue or rather try to issue too much of
this paper the difficulty it would find of getting people
to take it would at the same time that it afforded proof
of the imprudence prevent its having any bad effect.

Suppose a run upon Government - We have seen
the defence that Government would upon this plan have
against a run, which the Bank of England has not.
The Bank of England has never yet been hurt by runs, what
