The reason of the amount of the Voucher falling
so much short of the amount of the Expenditure
is that was noticed in my letter of the
20th December 1797. These vouchers for are
new brought down to the present month
with respect to the amounts being at that time <add> already loose & irregular
with regard to the nature of the Vouchers.

I must again beg leave to observe what I had before mentioned
in the letter my letter of the "du" that the time at
which I had expected to be called upon &c for Vouchers
the time at which I should have looked considered
it as to say what to produce of my own accord such
Vouchers as should that into whose hands
the several had passed was the time
of the completion of the undertaking when the
whole of the expenditure should have been
made. Receipts at any rate it could not I conceived
be expected I should produce before I had
many given me wherewithal to by means of
which the receipts were to be obtained.
The additional impression of made to me since
these accounts were made up delivered in admits of together with that of the reinstatement of the sums expended in his Majesty service have enabled me now to produce vouchers including receipts which I should hope may prove satisfactory.
