In regard to the Catholic priest, the itinerant in the case of the Hawker himself
of the Offender
in this class of offenders
principally considered in question,, viz: the class of Hawkers, licenced
or unlicenced, would many as far as they are
concerned concerned the itinerant habits and condition <add>way of life of the Offender
concerned may indeed be regarded as affording a demand
for an extraordin such such a degree of strictness
as might shall be proof against any casual false
tenderness or want of due vigilance on the part
of the Magistrate: but under this same Act there
are other classes of eventual delinquents, to
whose case this reasoning does not apply: for instance,
(under §. 15) Constables.
