[B] [Wholesale] p. 5 Chap 2.

The seller in a word is the proprietor in whose favour, and not against whom the production of the lesser is meant to be afforded: he is the party, not from whom, but on whose account apprehensions are entertained
Dealing supposes two transacti implies two acts
on the part of the same person, viz: purchasing and
selling. Does the Is it meant that either or one and which, if
performed in the wholesale way shall suffice to denominate a person
a wholesale dealer, or is it requisite that both
shall be performed in the wholesale way?

[+] In the two only classes of articles in which the distinctin between wholesale and retail is brought to view, viz: &c and Metals, listing

the poorest dealer must as far as selling goes, have occasion to deal
by wholesale. He collects th It is in any the
smallest quantities that he collects them: but
if he does not dispose of them in larger masses,
I do not see how he can make a living. In
those cases therefore it seems that the distinction
between wholesale and retail turns mostly upon the
quantity purchased at a time: and indeed, if so far
as the wholesale dealer in these branches of trade is
the middle man between the retail dealer and
the manufacturer who works up the articles, insomuch
that and the retail dealer the middle
man betwee the person consumer by whom the refuse
article is thrown out, and the wholesale dealer,
it is impossible that he who is regarded as the wholesale dealer can purchase
by wholesale, unless the he who is regarded
as the retail dealer sells by wholesale.
In the case of second hand goods, the order wares taken by the article in passing from through hand to hand in the the hands of the dealer is the reverse in this respect of that which it takes in the case of new goods new goods as bought wholesale he buys by wholesale, viz: of the wholesale dealer, and sells in retail, viz: is the consumer. Second-hand goods and refuse, he buys retail viz: of the consumer who throws them out, and sells wholesale to the wholesale Dealer.

In general in the case of secondhand goods in quantity of the two transactions of which Dealing
is composed, it is only the purchasing that can be made
the object of a license, and then only when the purchase
is made for the purpose of sale. For the seller in
this is the individual who has done work used the goods as
long as they were of use to him, and who [+] does not sell them for more than they cost
him, but whereas, for a
great deal less.
