9 Classes The several persons descriptions classes of persons that present
themselves as natural customers for the new article
thus proposed to be manufactured by government may
be distinguished as follows

8. Persons that are actually hoarders of upon a
small scale - hoarders of hard cash, an article
which so long as it is hoarded kept in the hands
of the proprietor yields no interest, for want of an
article such as that proposed which without being
parted with out of his<add>many</add>possessions, would yield him an interest - hoarders
upon a small scale , because the quantity of
money which they are have it in their power to
lay by, does not rise to that quantity, less than
which can act by disposed invested in Stock or
Government paper with security and advantage
For an enquiry into the least quantity which can
be invested in the Stocks &c to advantage, and for
the causes which prevent a less quantity from being
so disposed of, see Appendix SS - - -
2. Those who would be hoarders of money upon for permanent Annuities<add>Persons thus circumstanced may be termed Pitty customers</add>for Pitty Government Annuities
a similar small scale, had they the inducement
which would be afforded them, by its creation in
this new and productive shape. These may be
termed Persons capable of becoming Petty customers for permanent Annuities.
