the class already the multitudinous class above distinguished
by the appellation of Petty Hoarders
as Possessors of petty but permanent sums are
compleatly repelled excluded from the market for Government
Annuities. What the sum is amount is to which
a sum must rise before it can be worth while
for the proprietor to lay it out in that market -
before it can be possible for the owner to dispose of
it to in that market to advantage - what that
sum mark is below which with their respective proprietor stand all sums stand are excluded
from that market is a question that depends
upon a statement of the expenses of all kinds
apparent and latent, unavoidable and avoidable
certain and casual, with which transactions in
the funds are wont to be attended. The statement
that would be necessary for this purpose being a
matter of long and intricate discussion, including
many a variety of points some of which may appear open to
dispatch will appear to mostfind its most commodious place inadvantage in an
Appendix. Mean time this much it may be sufficient or withas proper
to observe - viz: that these expences severalof this mass of expence some
part being fixed, and the same for the smallest sum
as for the largest, the its ratio of it to the advantages derivable by
