the class composed of persons capable of being

petty Hoarders upon a small scale - capable
of being becoming possessors of petty but permanent sums
convertible into a source of income - are prevented
from improving that capacity not act, and
taking their station in the former class.

to it, incompatible with the laws of probity, the
chance of loss may be considered as compensated by

loss in the and contemplation of such gain is to engage
