Plan. II. Sale
Among the several system of Government Offices,
— it may be — why fix upon the Post-Office
system, [and that exclusively]? — — Why not
take the system of Stamp-Offices, or the system of Excise
Offices?
The answer is — because every thing depends
upon promptitude of correspondence: and it is in
the system of Post Offices that promptitude of correspondence
is carried to the highest pitch. — The
more numerous and equally distributed the Offices, the better; because
that in point of situation they b may be the better
adapted to the convenience of customers. But the more numerous, the more difficult would it be
if the hands of these Receivers of public money
were not emptied of their receipts with all possible
frequency and dispatch, to find meet with persons
of sufficient summary responsibility , an to undertake
the charge, especially at an economical rate
of recompence.
