Part. Tit. v. Ch. VII.
§3
Sleeping Laws

Deprived of the spectacle of the bodily agonies lurches of their
adversaries they solace comfort themselves as well as they can
with the idea of their secret sufferings, and with the
satisfaction of transferring to their the back of the adversary the
sackcloth cup of humiliation with which their pretended master
the master whose disciples they as falsely pretend to
be dest destined for their life commanded them to wear cloath themselves.

To procure those laws to be executed is not now
is no longer in their power: they know it is not
it would not be safe for them to contribute to take any part
in their execution: the people would not bear it:
they dare not so much as betray a wish to
see this calamity befall the country. What
remained to be done? one thing only said common
humanity and common sense: to repeal repeal
every such the law that was in that case.
Tyranny took counsel
of cowardice

To avert so
intolerable a calamity this distinction division of laws
on was mounted:
No manly understanding
can endure
it
this distinction between
laws that were fit to be executed as well as retained
and executed: and laws which though not fit to
be executed were fit to be retained.
between laws for
show and laws
for use.

But if this
notion is justifiable in any one branch so is it
in every other: the principle therefore extends
its baneful influence over the whole system. This

the more to a class of man who by the constitution
of their order are necessarily bad citizens has renders ranked
among the natural enemies of the community of
every community of which they form a part. [+]
The inefficacy of
all political remedies in
comparison with
that nostrum of which
they have stolen the
monopoly is one
of their most serviceable
arguments,
and one of their
most favourite themes.
The death of the
law is their life:
its weakness is their
strength.

All
human laws are the natural objects of their jealousy
and their hatred in proportion to their wisdom
and their efficacy in proportion as they fulfill
what ought to be the ends of their constitution in
proportion as they had to the security and increase of virtue
and felicity. The contempt therefore to which they
saw the profane law exposed by its impotence was made
then some amends for the loss of those gratifications
which it afforded them in the days of its youth
and vigour.

Unhappily, this This principle though peculiarly particularly useful to
the Cl a domineering Clergy is not useful to
them alone: it is useful to tyrants of all sorts of
and sizes: and by being valuable serviceable to so many,
it is the more valuable to each: so many the more the tyrants
so many of united joined by the bands of a common
interest, so much the stronger and better
the universal tyranny. All the Take the whole world through
there ar is but one natural principle of division
among men, there are but two common causes:
the one is that of the people, whose interests want
only to be universally understood to be universally seen to be the same: the
other is that of their revolted servants unfaithful agents and trust-breaking trustees.
