of various petty disputes and offences: to (a)

3. Even to in the eyes of those who consider it as mysterio
mischievous motives inducements <add>consideration may</add> not be wanting
and those adequate nor those inadequate are for interfering subjecting
it to the interference influence of government. Mischievous
as it is, it may be worth the while
of government to interpose if it were only in
the hope of rendering it as little so as possible:
and that the more worth while the more mischievous
it would be apt to be if unmodified and
uncontrouled.

in this way unfairly
implies some degree
of coercion
and particularly
the appointing pecuniary
provision

Interference on the part of government
it must all along be remembered implies coercion:
for it is only in as far as it applies
coercion that government can interfere. On
the other hand on this occasion as on every
other it must be assumed that no other species nor greater degree of
coercion ought to be applied than what is absolutely
necessary to effect the purpose. The
establishment of a fixed salary to any set of officers implies so
much coercion as is necessary for the regular
collection of the amount. It is this species and
degree of coercion is that which the effecting of the
