Answer
1. If any The coercion
if any were necessary for th to be
appropriated to this
purpose would not
be an infringement
of religious liberty
only a defalcation
from civil

Whatever doubts may remain concerning
the propriety of applying the necessary
species and degree of coercion to this such a
purpose, they may will probably be dispelled
by the following considerations

1. The sort of coercion necessary for this purpose is not that
sort which is an infringement of religious liberty, but of that sort
only which as far as it extends is a defalcation from civil liberty

purpose, and consequently the only expence
that can be justifiable will be found to
be very small: considerably inferior for example
to the allowance lavished upon this
object under the English regimen.

be considered as nothing, as the service in
question may might and ought to be combined with
others which of themselves would be sufficient
to justify the expenditure. What functions appear to
