Cloak of
Concealment — its
uses.

The persons by whom every thing is done being throughout but
two or three, and these two or three but one one, to why
are they miscalled Legion? To what use this imposture?
— Oh! it has many uses

1. The grand use is the evasion of escape from responsibility. Let
transgression be ever so enormous, it escapes not only
unpunished — for at a certain height in the scale of office
no delinquency be it ever so flagrant is ever punished — but uncensured
unreproached: reproach how well so ever merited not
finding a mark to fix upon.

A Board is a screen. Wherever you see a Board, each
Member having equal powers be assured that things are
there meant to be done for which the doers ought to be punished
and for which they will not be so much as censured.
Wheresoever there is not one some individual on which either exclusively
or at least primarily and preeminently it falls, responsibility
be assured — responsibility in this its burthensome
sense is such only no otherwise than in name.

2. Another use is the extension of patronage, and with
it of corrupt influence. While one man turns the wheel,
flies in plenty are glad to buzz about the wheel and make
as if they too helped to turn it.

3. A third use is the multiplication of Salaries and
endowments: and in this way with proportionable encrease of
power the work of corruption and iniquity is done. Half
a dozen paid for doing the work of one. The more minds to agree the
more obstruction to agreement. But the in steps the division of labour
and removes all difficulties. One thinks, or without the the trouble
of thinking, wills: the others give them use their hands, and give
their signatures.
