Emancipate Preface
Never till now has this trust been in the ordinary use
and sense of the word published. Since the time when it was
found, at that time more than five and twenty years distant
communication having in a private way been made of it to
leading men of both parties promiscuously to Whigs as well
as Tories, to no produce of it has any objection been ever
offered from without: to no produce in it has any
objection ever presented itself to the mind in which it originated which gave it birth.
In the course of this interval, internal enquiries, assisted by
ulterior observations have given rise to the following ulterior results.
1. In every instance the mischief to the ruling country
stands manifested by incontestable experience.+
+ ☞ viz. 1. by expence. 2. by influence. Then dies afterwards.
2. To the inhabitants people of the distant dependency the
mischievousness of the connection is no less considerable
than that to the people of the ruling country, not less considerable
and still more palpable.
3. The system of policy by which the power over those dependencies
is retained has had and continues to have for its
sole cause the particular and sinister interest of the ruling
few by whom both countries are governed.
4. With no other difference than that between possession
and expectancy and possession, in the maintenance of this
system of misrule, the Opposition of for the time being have
the same interest as the Ministry; nor ought it on any reasonable
ground can it in their this one instance be expected to operate
with less efficiency than in the other.
