Emancipate- Preface

Not so in the distant dependency - the connection
dissolved, by far the greater part; of them might
reasonably expect to continue and might accordingly
be continued, in the same situations respectively
after as before the change.*—

5 One obstacle to such concurrence presents
itself- viz - the diff in respect of the general quantum
of official emolument the difference
between the profession inherent in the essence
of a Monarchy governing by corruption
and the frugality essential to every government
of which the welfare of the many is the
object, and which is accordingly so admirably
exemplified in the government of the
United States

Humanity and justice concurr with policy
in prescribing the removal of this obstacle: viz
by the continuance of the present quantum of
emolument to the respective possessors
