Among the propositions demonstrated in this
address is this to wit that to the people of Country to which it
belongs a distant dependency is in every instance a
source of net loss. This being supposed then immediately
comes the question, to whom then is it a gain? For
if it were not a gain, or at least thought to be a gain to
somebody no such dependency would there ever be. The
answer will not be long to seak. To the ruling if One in the
Country there be such a one; and whether there be or nr
to the ruling few. In these days, sinister interest with
its offspring interest begotten prejudice have succeeded
in spreading over this question such a cloud of delusive
images that not only in the language, but in the
real belief of many — probably even of most men such
dependencies are if not in every instance, in most instances or
at any rate in some instances, even to the subject many,
a source or net profit. Not so in the days of Queen
