Fruits of Government to all

1.
I Fruits of good Government.
Vote to all and proper as legitimate
ends of Government
1. Subsistence.
2. Abundance.
3. Security.
4. Equality
Instruments of felicity each in the greatest quantity, in possession of the greatest number possible, not of the whole.

Security: viz for
1. Subsistence.
2. Abundance.
3. – Against all evils, man is exposed to, particularly from injury; viz to
1. Person.
2. Property.
3. Reputation.
4. Condition in life.

In a single point of time, to any or all may have place –
1. Subsistence.
2. Abundance.
3. Equality.

4.
In a moment may have place –
1. Subsistence.
2. Abundance.
3. Equality.
To all future looks security.

5.
Matters of subsistence, abundance, and security, compose & of wealth.

6.
Source of a man's subsistence and abundance labour (and land) Labour viz. his own; 2 others.

7.
Of matter of wealth obtained in exchange for produce of a man's own labour, the source is his own labour.

As to wealth acquired by forced labour, the contributors are subjects: if excessive, styled slaves.

For expence of security, under every government money must be taken from the people, by force, failing fee consent.

Neither the matter of subsistence, abundance (nor security?) applicable without consumption more or less prompt.

Sources of consumption
1. Produce of the moment.
2. Produce of former do. i-e. Capital.

Now proprietors, men whose sole source is the labour of the moment, or that of others, in past moments.
Savages, many non-proprietors.

Proprietors – are if immoveable, or capital – land, or stock in store.

14.
Most considered subject of property, immoveable, i.e. land: fiz. for permanence.

Time, in so far as employed in providing means of security against injury, can not be so in providing do. of subsistence and abundance: to men so employed, subsistence and abundance, at expence of others, is necessary.

Desirable, if possible, that labour, or produce of do., diverted from subsistence and abundance, should be furnished by free consent of those at whose expence provides.

Unless on particular occasions, and to a limited extent, this is not possible.

For, unless assured of effectual concurrence of others, a man will not deprive himself of wealth: such assurance is not obtainable, but by force, nor even with such assurance.

Under every Government wealth the greater at any given point of time, the greater the mass produced, the less the do. consumed or taken away down to that time.

Over and above the minimum sufficient, by every quantity thus forcibly taken from the people, subsistence and abundance are lessened, equality contravened, security, as agst the takers, lessened.

No net advantage can Spanish people receive by money received without equivalent from Creoles: even if freely given.

Much less if given repugnantly: thence only through fear: the less the greater on the number of repugnants the degree in each and the distance to which the force for surmounting the repugnance would have to be converged.

Reasons why it would be against the interest of Spaniards that their rulers should exercise dominance over Creoles, even though willing
1. The willingness to pay without equivalent could not long last.
