inconvenience to
the avenger, power, in this
shape, can, at his pleasure,
be exercised, the Government
is a despotism
the sooner it can be changed
into one made, with which
no such vengeance can
be taken, the better.
Add a despotism not less mischievous
when received by many
than when by one.
