Of the present good
of doing good to self
at any expence to others,
combined with
impunity, despotism
is composed.
Impunity is the ingredient
more easily
and extensively possessed:
it is the shelter
under which, the instrument
by which,
the other is obtained
and secured.

7. Profit, by power, thro'
the medium of public
esteem, respect, andreputation,
estimation, fame,
renowns glory.

Of esteem and respect,
and reputation, the existence
may be uncombined
with, and the
value as distant from,
that of power: But,
from power, a correspondent
portion of
esteem, respect, &c. is
inseparable.

Two men, equal in
all other respects,
one official, the other
non-official. The
official will have
most respect; and, on
his quitting office, one
part will fly off, the
other remain.

Shewn thus, by this
draining, ruling few
immensely gainers:
but, in every instance
in equal or vastly
greater importance
proportion, subject
many losers.

Speaking of this sinister
profit, not possible wholly
to leave unmentioned,
the official cause of it,
corruptive influence
without, much more
with,
exertions made
by them for that purpose,
all the instruments
of felicity at
the disposal of the public
trustees or applicable
to their use operate
with never resisted
influence so as to
engage them to betray
their trust, and sacrifice
public to private
interest. Such exertions
never can be
grudged.
