Emancipation Spanish
§. Representative no friends
§ 4 Rulers gainers
43.
With equally incortestable
propriety, these reasons
apply to all other
Colony-holding Governments:
England with
its Hindostan not excepted.
Yet as being beneficial
to the ruling
few, the dominion unless
broken by Revolution,
will be maintained
by both parties.
44. 1
Not a security agst
but an instrument
of misrule is the share
given int he representation
to Creolia. A security
they could not be,
unless they could
bring the hemispheres
into contact.
45. 2
1. Appropriate intellectual
aptitude will be deficient
in both, so far
as regards correct and
prompt information.
Members who have it
will be outvoted by those
who have it not.
46. 3.
2. So appropriate probity
Creole Members elected
not by Electors in
Credolia, but by Creoles
casually present in
Spain influenced thro'
hope or gratitude by the
Junta to whom they
owe their situation in
the aggregate and probably
individually in
large proportion; owing
their Title to the Junta,
and their reception to
the Members of the
Cortes.

§. Representative no friends
§ 4 Rulers gainers
47. 4
The dominion-claiming
Proclamation, they
will join in echoing
"Subjects" for whom "indignation"
and "terrible
"effects", are prepared. By
this they will more probably
be irritated than
intimidated.
48. 5
In England men being
nurtured in to imposture – the
Constitution founded on
it, this may pass; in Creolia
not.
49. 6
By the practice and work
of the former Cortes, the
present are so far justified.
Not in principle – informing
power is one thing
sharing it another.
50. 7.
Temporary only this
arrangement. True:
But by a Cortes thus composed,
the definitive arrangement
is to be made.
51. 8
Even when elected in the
proposed unimpostrous
made, Creole members
will be wrought upon
by corruptive influence
of Spanish rulers. The
Creole representation
will be filled by Place-hunters
flocking from Creolia to Madrid, by a
secret Committee of
Members of Legislative
and Executive: as in England,
so in Spain, all
sham. The Spanish
part of the Constitution
would be poisoned by
the Creolian.

Emancipation profitable beneficial
52.
Entered under this head in another paper.
From the dominion in
question kept or only fought
for, advantage none: suffering
abundant in all
shapes: except to ruling few,
who, possessing all the
enjoyment will not acknowledge
any of it.
53. or 2
The advantages from
emancipation see in
the Proclamation: identity
of language, religion
laws, customs: bonds of
sympathy and connection
unshared with any
other country: religion
excepted [and that not
shared with England or
U.S. the only rivals in
trade: not to speak of
virtues] Bad must be
Spanish goods and venders,
not to have the preference:
money will
thus flow in, without
penal laws.
54. or 3.
Of those commercial
advantages, behold the
natural effects in Seybert.
To the thirteen U.S.
before the emancipation
on average of three years
to 1773. Export from Mother
Country but £3,064,843.
Av. 1784 next year
after the emancipation
peace, already £3,359,864
average of three years
to 1792, £3,976,211: average
of 3 years to 1800 £6,507,478.
Thus to Spain will be emancipated
be worth
more than subject Creolia,
as well as to herself
Set not your grief at
your kinsmen's prosperity
overbalance your joy for
your own.
