union, difficulty real. Preparatory
operations necessary.
1. In Creolia, census must
be taken (Art. 30) For the
number of Creole Deputies
(31.) depends on do. of souls –
1 to 70,000. In Spain, the
number is determined by
the census of 1797 (30.) but,
per do., it is left uncertain
whether, in any and what
Creolia provinces, there is
one.

suppressing it, prevent the
sending deputies from that province.

In so far as the case, between
Spain and Spanish
America, is the same as
between England and English
America, (the emancipated

1. Let the prosperity of Creolia
go on unimpeded? It
then obtains the superiority.
2. Endeavour to impede it?
to keep Creolians, weak, poor,
and blind? sad, were they
willing: scarcely would they
be able. As above, without
blinding Creolia, they could
not blind Spain.
